The U.S employs such an agreement – the Multi-State Internet Gaming Agreement (MSIGA) which enables multi-jurisdiction compacts between the states of New Jersey, Nevada, and Delaware.
In Europe a pool-sharing agreement is in place between Spain, Italy, and Portugal.
